Only the Vorlon Fighter is capable of such a high speed and agility but the smaller size of the Shadow Fighter might be the key factor in a battle. In addition to pure speed and agility the fighter is also able to "phase" from realspace into hyperspace at any given time.

The Vorlon Fighter is one of the fasted ship ever seen. The firepower is not as high as that of the Vorlon Transport but speed and agility compensate this drawback. Like all Vorlon ships the fighter is a living lifeform but is not directly linked to a Vorlon. It is currently unknown if this lifeform is artificial or if it is a "normal being" that can be found in the Vorlon Empire space.
Vorlon Fighters never go alone into a battle. A group of fighters enters the battle scene and then they begin chasing their target until it is destroyed. It is impossible for a fighter of the younger races to destroy a Vorlon Fighter in battle without any assistance.
